Dr. Rungreung Kitphati, Director-General of the Department of Science Service and Acting Secretary-General of the Office of Atoms for Peace (OAP), presided over the opening of a subregional workshop on the Convention on Supplementary Compensation for Nuclear Damage (CSC). The event, co-organized by OAP and the International Atomic Energy Agency (IAEA), was held on 2–3 December 2025 at OAP Headquarters with participants from six ASEAN member states: Brunei Darussalam, Indonesia, Malaysia, the Philippines, Singapore, and Vietnam.
Dr. Rungreung stated that the workshop aims to enhance understanding of the CSC and its role in establishing a global nuclear liability regime. It highlights the importance and benefits for member states in joining the convention, in line with IAEA General Conference resolutions encouraging countries to adopt international standards on nuclear liability. The workshop covers legal issues such as domestic legislation, insurance systems, and the operation of the international compensation fund under the CSC. It also provides a platform for member states to exchange experiences, concerns, and legal or policy considerations to support their progress toward joining the convention.
He emphasized that the CSC represents a key step toward regional and global cooperation in building public and stakeholder confidence in nuclear-related activities. A clear and internationally aligned nuclear liability system, he noted, will support the safe and sustainable development of nuclear technology.
