OAP Announces Thailand’s SMR Regulatory Readiness, Proposes a Dedicated Nuclear Safety Institute and a National One-Stop Licensing Service

30 September 2026 – Dr. Rungreung Kitphati, Secretary-General of the Office of Atoms for Peace (OAP), announced progress in Thailand’s preparations for nuclear safety regulation of Small Modular Reactor (SMR) power plant projects. He emphasized organizational restructuring and the development of integrated public services to ensure effective regulatory oversight of this emerging technology.

These efforts implement the policy direction of the Nuclear Energy for Peace Commission (NEPC), chaired by Professor Dr. Yodchanan Wongsawat, Deputy Prime Minister and Minister of Higher Education, Science, Research and Innovation (MHESI). At its second meeting of 2026, held on 8 September 2026, the Commission resolved to advance Thailand’s regulatory preparedness for SMR power plants through the development of six key systems:

  1. A comprehensive SMR regulatory framework covering the entire lifecycle of SMRs in accordance with the standards and guidance of the International Atomic Energy Agency (IAEA), based on the three pillars of Safety, Security, and Safeguards (3S).
  2. A robust nuclear and radiological emergency preparedness and response system, ensuring coordinated operations from the national level to local communities.
  3. A clear and equitable legal and nuclear liability framework, establishing appropriate responsibilities and accountability.
  4. An integrated radioactive waste and spent nuclear fuel management system, prioritizing safety, environmental responsibility, and the principle of not transferring undue burdens to future generations.
  5. A comprehensive human resource development and lifelong learning system, building the skilled workforce required for effective nuclear regulation and the adoption of advanced technologies.
  6. A system for research, development, and innovation in advanced nuclear technologies, supporting continued scientific progress and the development of national capabilities.
