OAP under MHESI Joins Forces with Nine Agencies to Advance Project 106, Strengthening Nuclear and Radiological Emergency Response Exercises Ahead of 2027

On 20 October 2026, the Office of Atoms for Peace (OAP), under the Ministry of Higher Education, Science, Research and Innovation (MHESI), convened a coordination meeting under Project 106: Tabletop and Field Exercises, Simulation, Training (TEST) to Mitigate Risks at Centara Grand at Central Plaza Ladprao, Bangkok. The meeting aimed to strengthen preparedness for nuclear and radiological emergencies through tabletop exercises, scenario simulations, and the development of coordination mechanisms among relevant agencies.

The meeting brought together 30 representatives from nine agencies to exchange views and strengthen interagency cooperation. The participating agencies were the National Security Council Office; the International Counter-Terrorism Operations Center; the Royal Thai Army Chemical Department; the Royal Thai Navy Science Department; the Police Forensic Science Office; the Department of Disaster Prevention and Mitigation; the Royal Thai Air Force Science and Technology Research and Development Center; the National Institute for Emergency Medicine; and the Office of Atoms for Peace.

Discussions covered the prioritization of emergency response actions, the establishment of command-and-control structures, the development of Concepts of Operations (CONOPS), and the preparation of operational plans and Standard Operating Procedures (SOPs). These efforts aim to ensure that all participating agencies can work together systematically, promptly, and effectively. The meeting also established timelines and directions for continued collaboration.

Building on the outcomes of the meeting, OAP will conduct joint exercises with relevant agencies in May 2027 to enhance personnel capabilities, test interagency coordination mechanisms, and further strengthen Thailand’s preparedness to respond to nuclear and radiological emergencies. This initiative represents an important step toward improving national emergency response capabilities and ensuring the long-term safety and security of the public and the country.
