On February 6, 2025, at the North Hall of the Great Hall of the People in Beijing, China, Professor Dr. Supachai Pathumnakul, Permanent Secretary of the Ministry of Higher Education, Science, Research, and Innovation (MHESI) of Thailand, signed a Memorandum of Understanding (MOU) on cooperation in the peaceful use of nuclear technology with Mr. Shan Zhongde, Chairman of the China Atomic Energy Authority (CAEA). The signing ceremony was witnessed by Ms. Paetongtarn Shinawatra, Prime Minister of Thailand, and Mr. Li Qiang, Prime Minister of China, along with executives from OAP.
The primary objective of this MOU is to enhance Thailand’s capabilities in nuclear technology while ensuring the highest level of safety for the public and the environment. A key focus is on studying and preparing for the implementation of Small Modular Reactors (SMRs), a clean energy technology that reduces greenhouse gas emissions and strengthens energy security. This aligns with the policies of Ms. Supamas Isarabhakdi, Minister of MHESI, and contributes significantly to the United Nations’ Sustainable Development Goals (SDGs).
Furthermore, the agreement paves the way for high-level knowledge exchange, human resource development, and research and development in nuclear technology. Both countries will establish a joint working group to develop a roadmap and implementation plan over the next five years. This marks an important milestone in celebrating the 50th anniversary of Thailand-China diplomatic relations in 2025 and represents a significant step toward safe and sustainable nuclear technology cooperation between the two nations.
