🛡️Global Nuclear Shield! Unveiling the NSSC Mission as Thailand Takes a Leading Global Role: Office of Atoms for Peace Drives Security, Protects Citizens, and Sets the Stage for Future SMR Readiness✅

Nuclear Security Architecture in a Borderless Era
In today’s world, where threats are increasingly complex, amorphous, and seamlessly interconnected across borders, nuclear security is neither a distant issue nor a mission exclusive to nations with nuclear power plants or nuclear weapons. Rather, it is a primary mandate directly tied to protecting public health and safety, safeguarding state security, and instilling confidence in national economic, logistical, and investment systems.
Thailand extensively utilizes radioactive materials, radioisotopes, and nuclear technology across medicine, industry, agriculture, and advanced research. Consequently, preventing these materials or technologies from being lost, illicitly trafficked, misused, or causing harm to the public and the environment is a proactive national duty that must be executed systematically, stringently, and in full alignment with international standards.
The Office of Atoms for Peace (OAP), as Thailand’s national nuclear and radiation regulatory authority, has led the nation toward global leadership in nuclear security through the National Nuclear Security Support Centre (NSSC). Established under the guidelines of the International Atomic Energy Agency (IAEA), the NSSC lays essential infrastructural foundations and elevates national capabilities to prominent international standards.
“Thailand Emerges as a Global Leader: From Standard Taker to Global Standard Setter”
Sustained, rigorous operations and unwavering commitment to international benchmarks have earned the Office of Atoms for Peace (OAP) high recognition and prestige within the global nuclear community. Notably, OAP official Dr. Issariya Chairam from the National Institute for Nuclear Forensics (NINF), Office of Atoms for Peace, was elected as Chair of the IAEA Nuclear Security Support Centre (NSSC) Network for the term spanning June 2024 to November 2026.
Concurrently, Thailand has assumed the leadership role for the Southeast Asian Nations Sub-regional Group (SAN) within the network.
The election of Dr. Issariya Chairam as International Network Chair, alongside OAP’s regional leadership, marks a historic milestone. It underscores that Thailand and its civil servants are no longer merely “Standard Takers,” but have ascended to become “Standard Setters”—shaping directions, proposing innovative concepts, and driving regional and global nuclear security cooperation.
This leadership role serves as a “Strategic Asset” for the nation, enhancing bargaining leverage, building trust, and reinforcing Thailand’s prestige as a responsible, proactive member of the global security community.
NSSC: A Mechanism for Building Security Immunity Across 3 Core Dimensions
Operating under the National Institute for Nuclear Forensics (NINF) at OAP, the NSSC functions as the national hub for capacity building. It integrates operations across national security agencies, law enforcement, and frontline officers (such as Customs and Immigration) to fortify readiness across three vital dimensions:
1. Human Capital Development: Cultivating qualified personnel and inspectors equipped with knowledge, skills, and operational competencies aligned with international standards.
2. Radiation Detection Technology & Equipment Management: Establishing, maintaining, and calibrating radiation detection systems to ensure continuous 24/7 accuracy and operational readiness.
3. Technical Support & Nuclear Forensics: Developing databases, specialized knowledge, innovations, and nuclear forensic laboratories to support rapid identification and response against emerging nuclear and radiological threats.
5 Strategic National Benefits: What Thailand and Its Citizens Gain from NSSC
The NSSC mission extends beyond technical security; it represents a strategic investment that yields direct benefits for public safety, national security, and economic growth across five primary areas:
• 1. Public Safety: Citizens are shielded from radiological risks and the potential misuse of nuclear or radioactive materials through world-class surveillance, detection, and emergency response systems supported by 24/7 expert teams.
• 2. National Security: Seamless integration among regulatory bodies (OAP), national security agencies, and frontline officers establishes unified, rapid, and efficient border surveillance and nuclear emergency response mechanisms.
• 3. Enhanced Economic and Investment Confidence: Robust, standardized nuclear security infrastructure bolsters confidence across national logistics, cross-border trade, commercial sea ports, and global supply chains. It assures trading partners and international investors that Thailand enforces rigorous, internationally accepted risk management standards.
• 4. Global Leadership for Thailand: Serving as Chair of the IAEA Global NSSC Network enables Thailand to directly access world-class experts, advanced technologies, cutting-edge knowledge, and IAEA academic support without having to re-invent technologies independently.
• 5. Readiness for Future Energy & Technology (SMR/MMR Readiness): Amid global energy transitions toward low-carbon societies, Thailand is exploring clean energy options, including Small Modular Reactors (SMRs) and Micro Modular Reactors (MMRs). Although Thailand has not yet launched an SMR project, proactively building human resources, regulatory frameworks, academic infrastructure, and nuclear security mechanisms through the NSSC provides essential strategic readiness. This lowers future onboarding costs and ensures policy decisions are grounded in empirical evidence and maximum public safety.
Conclusion
Driving the NSSC mission through the National Institute for Nuclear Forensics at the Office of Atoms for Peace (OAP) is far more than a routine administrative task; it is an essential “Institutional Infrastructure” connecting public safety, national security, economic prosperity, and clean energy readiness.
The Office of Atoms for Peace (OAP) remains steadfast in its mandate to regulate safety, empower Thai personnel, and sustainably lead Thailand as a global leader in nuclear security.
